What is the NCPC?

The Greater Rockridge Neighborhood Crime Prevention Council (a.k.a. "Neighborhood Council") liaises with the Oakland Police Dept. and addresses community concerns about public safety. For general community concerns, see the Rockridge Community Planning Council.

When Crime Occurs

Report a crime If you see a crime in progress, call the police!

Only call 911 from a land line!  Cell phone calls to 911 go directly to CHP in Martinez and have to be forwarded.

From a cell phone call 510-777-3211 which routes directly to OPD dispatch.

To report a crime that has already happened:

Call the non-emergency number 510-777-3333, or fill in OPD's Online Crime Reporting form.  You'll find the link on their Report a Crime page.  We've been warned that the form is easier to fill out on a laptop or desktop than it is on a smartphone.

For MEDICAL OR FIRE EMERGENCIES ONLY, call the Fire Department directly at 510-444-1616.  They respond faster than OPD.

Send OPD an Anonymous Tip

I owe you all an apology – after posting the Zoom recording of the June 2026 meeting with Dr. Holly Joshi (Department of Violence Prevention), I forgot to go ahead and post the official minutes.  I’m now posting them, along with the minutes of the August 2026 meeting.  Both minutes are now available online, on the NCPC web site, on the page at this link:

https://tinyurl.com/mw2ds5vz

You can also open the documents at these links:

June 2026 Minutes:  https://tinyurl.com/3d7fwb7f

August 2026 Minutes:  https://tinyurl.com/2dm7vadz

If you watched the Rockridge NCPC June 11, 2026 Presentation video (https://rockridgencpc.com/documents/minutes/Joshi.mp4), which takes and hour and 8 minutes, you will find very little new in the formal minutes, but you can read them at the link above, and they do represent the official record of the public meeting.

The August meeting included a discussion of crime in the Rockridge area with Captain David Burke and a couple of his patrol officers.  The captain is very pleased with the drop in crime in Rockridge over the last year or two, and he credits the Flock cameras (which have been much discussed in the press) with helping OPD find the criminals, and the new District Attorney for being willing to charge and try them.  The second half of the meeting was supposed to be a presentation from the MACRO team, but we had a misunderstanding about meeting dates, and at the last minute Mike Ubell put together a brief presentation on MACRO from their web site.  This meeting generated a lot of discussion among the 13 citizens who attended.

As the secretary, I’d like to urge all of you who attend our meetings and comment, to remember to speak up clearly and if possible face the recording device.  If you don’t speak clearly, I may not be able to record what you said.  There are a couple of instances of this in the August meeting.
